Admissions for Texans
If the service member's "Home of Record" upon entry into the service was Texas and he/she has not processed a form to change his/her permanent residence to another state, then the member, his/her spouse, and dependent children (unless they have established a separate residence from the member) meet the state requirements for being included in the resident pool of applicants.
Admissions for Non-Texans
If the service member's "Home of Record" upon entry into the service was NOT Texas, and he/she has not taken steps to change his/her permanent residence with the military to Texas, then the member, his/her spouse, and dependent children will be included in the nonresident pool of applicants.
